A new year brings new traffic laws to California. Several new laws will take effect in 2026. As a provider of traffic safety and driver education in the state, you should familiarize yourself with these changes so you can provide proper education and assistance to your students.

Internet Curriculum Updated

As your curriculum provider, Traffic Safety Consultants, Inc., (TSC) has already updated the instructional content of internet-based courses, and it is being presented to your students now. No further action is required for this modality.

Those of you who are offering the home study booklet must ensure that you provide students with updated curriculum materials. Download from the CA Course Provider administrative website (login required) the latest final exam forms and answer keys, available now, and begin using those immediately.

DETS Administration

As previously announced, Traffic Safety Consultants, Inc., (TSC) is pleased to be able to offer our affiliates the new Driver Education Traffic Safety (DETS) course for young prospective licensees in the state of Florida. Both online and classroom modalities are now available as official Department of Highway Safety and Motor Vehicle (FLHSMV)-approved offerings.

FLHSMV recently provided an API (an Application Programming Interface, which enables computer systems to talk with each other) that allows for the electronic reporting of student completions. TSC had been manually reporting student completions since its DETS program went live nearly two months ago, but we have now implemented a system that handles automatic electronic reporting for online course completions.

Our IT team is currently working on a system to administer classroom scheduling and completion processing for the DETS program that will likewise support automatic electronic completion reporting to FLHSMV. Details on this helpful new system will be forthcoming as the official launch date approaches.

We will be reaching out to each authorized affiliate next week to set up your school in the FLHSMV web portal, which will allow you to purchase your classroom seals. And, as we transition to the new system for classroom administrative tasks, Donna will arrange a quick training on the new processes and ensure that all affiliates have proper login credentials.

DETS Classroom

You were with us a few weeks ago when Traffic Safety Consultants, Inc. (TSC) rolled out our newly approved online Driver Education Traffic Safety (DETS) course.

We have now received approval for the classroom-based version of this program, and are ready to begin training instructors to deliver this exciting new program to Florida teens.

You'll be receiving an email from us shortly to set up your training. When this email shows up in your inbox, please review the information presented and schedule your training time so you can get up and running with DETS as soon as possible.

Also, take a moment to review the curriculum materials and familiarize yourself with the program. (Don't worry, it's pretty similar to our other courses and you're already quite familiar with the material!) Remember: Effective July 1, 2025, the DETS course replaced the Traffic Law and Substance Abuse Education (TLSAE) course for new licensees under the age of 18.

California Curriculum Updates

California's Clean Air Vehicle Decal program is ending. The final day to order a decal was August 29, 2025, and all decals that allow vehicles access to carpool lanes will no longer be valid after September 30, 2025.

To address this change, all curriculum materials mentioning the fact that decal-bearing low-/no-emissions vehicles are allowed to use High-Occupany Vehicle (HOV)/"carpool" lanes in California have been updated.

Website Updates for DETS

As your traffic safety education curriculum provider, Traffic Safety Consultants, Inc., (TSC) is pleased to share that on Thursday, July 31, 2025, at 8 pm (ET), the official Driver Education Traffic Safety (DETS) program link will be added to any Florida affiliate sites managed by TSC. As the state moves forward with important updates to its teen driver education requirements, we're working to ensure that your site reflects the most current information available.

This update also acts as a "Coming Soon" announcement, letting students and their parents know your school will be among the first in Florida to offer the new DETS course. It's a strong positioning move as the state transitions into this next chapter.

Remember: Effective July 1, 2025, the DETS course is replacing the Traffic Law and Substance Abuse Education (TLSAE) course for new licensees under the age of 18. The TLSAE course will no longer be available to these students after July 31, 2025. Students are informed on the landing page prior to registering.

New Driver Education Requirements

As your curriculum provider, Traffic Safety Consultants, Inc., (TSC) is always striving to remain aware of the latest developments in the industry—and to keep you updated on those trends as well. Today, we write regarding changes to the law that were recently passed by the Florida Legislature (SB 994, 2025) and that take effect on July 1, 2025.

Under the provisions of these pending changes, the Traffic Law and Substance Abuse Education (TLSAE) course is now required only for driver license applicants who are 18 years of age and older and who have never been licensed in another jurisdiction. A new course, the Driver Education Traffic Safety (DETS) course is required for learner's driver license applicants who are under the age of 18 years.

The upshot of this is that a TLSAE course completed on July 1 or later will no longer fulfill the education requirements for a learner's driver license for prospective drivers ages 15 – 17. And, unfortunately, there does not currently exist a DETS course that is approved by the Department of Highway Safety and Motor Vehicles (FLHSMV).

TSC has been in contact with FLHSMV and is working furiously to develop a course that meets the requirements of the new curriculum and will be able to pass FLHSMV review. Hopefully we will have one of—if not the—first such course in the state of Florida. Nonetheless, this is an entirely new program that will need to go through the FLHSMV assessment process.

In the meantime, you can, for the next few weeks, continue to offer the TLSAE course to younger license candidates. However, we recommend that you ensure that only older students are registered for any TLSAE classes you conduct after June 2025. As things currently stand, TLSAE completions on July 1 or later will no longer satisfy the education requirements for applicants for a learner's driver license who are under the age of 18.

TSC is working to update the text and functionality of all of its managed websites to reflect this new information. If you manage your own website, you will be responsible for presenting the new information to your students.

We are continuing to work through the details of this sudden development with FLHSMV and will, of course, keep you informed of any updates to the situation. California Driver Ed Video Updates, Mk. II

As your traffic safety education curriculum provider, Traffic Safety Consultants, Inc., (TSC) is constantly working to improve the content of the instructional materials that we present to students.

A few months ago, we announced that we had updated our internet-based driver education curriculum with new video content, with the promise that we would roll out similar changes to the classroom lesson plan in early 2025. We are excited to now share the results of our efforts to modernize and improve our classroom driver ed instructional content.

The new content slightly increases the total time dedicated to video presentations, giving students greater exposure to multi-modal learning; and the videos are now more evenly distributed throughout the course for a consistent learning experience. For instructors, we've done our best to group related materials together to provide for short breaks from lecture.

To teach the latest version of the curriculum, you'll need to download the following items via your CA Course Provider administrative website (login required):

• Lesson Plan: The table of contents and the course content itself have been updated to reflect the locations of the new video presentations within the lessons.
• Student Workbook (and Instructor Version): The spaces reserved for the "quizzes" within the older videos that are no longer in use have been removed.
• Video Files: There are a total of 18 new video (.mp4) files.

(Note that the Ultimate Driving Challenge and National Driving Test #2 videos have been removed from the official curriculum and should no longer be presented to students.)

California Driver Ed Video Updates

As your traffic safety education curriculum provider, Traffic Safety Consultants, Inc., (TSC) is constantly working to improve the content of the instructional materials that we present to students. We always want to share the latest traffic laws and safe-driving best practices to ensure the safety of those who take our courses and the other motorists who encounter them on the road.

We have been trying for some time to modernize some of the videos presented in our courses. Unfortunately, it has proven very difficult to find high-quality productions that are similar but with updated content.

Working in conjunction with the California Department of Motor Vehicles (DMV), we have replaced some of the most dated course materials with a series of shorter, more frequent video presentations that are not only functionally/thematically similar to the originals, but which replace certain obsolete information with the latest guidance from the DMV. Moreover, the new clips provide an additional 26 minutes of video content to better engage students and thoroughly explain the subject matter by providing greater exposure to multi-modal content delivery.

These revisions have already been implemented for the instructional content of the internet-based driver education course (TeenDrivingOnline.com for our referral affiliates), and are being presented to your students now; no further action is required for this modality. We will roll out similar enhancements to the classroom lesson plan over the next few months, and will notify you when need to swap out your classroom materials.

California Lesson Plan Updates

This year, in response to AB-2918 from the 2018 legislative session, the California Department of Motor Vehicles (DMV) included in the current California Driver Handbook "[i]nformation regarding a person's civil rights during a traffic stop." Similar information—including tips regarding behaviors that increase predictability and safety during a law enforcement stop—are required to be presented in several out-of-state jurisdictions in which Traffic Safety Consultants, Inc., (TSC) offers regulator-approved traffic safety programs. And in light of events that have occurred across the nation over the past several years, we felt that it was important to include this information in our programs for the benefit and safety of our students, law enforcement officers, and the general public.

All programs (driver education, traffic violator school (TVS), and mature driver courses) in all modalities (online, home study booklet, and classroom) and in all languages (English and Spanish) available have been updated with this material as part of the annual legislative update revisions.

For Internet- and booklet-based programs, the information is already included in the curriculum materials. If your school offers classroom-based courses, please ensure that your instructors are presenting this valuable information in class! This material has been added:

• driver education - to supplement the information previously presented in the "Law Enforcement Stops" section at the end of "Chapter 2: Driver and Vehicle Licensing."

New California Laws for 2018

A new year brings new traffic laws to California. Several new laws will take effect in 2018. As a provider of traffic safety education in the state, you should familiarize yourself with these changes so you can provide proper education and assistance to your students.

Internet Curriculum Update

As your curriculum provider, Traffic Safety Consultants, Inc., (TSC) has already updated the Internet-based curriculum, and your students are using it now. No further action is required for this modality.

Those of you who are offering the home study booklet must ensure that you are providing students with updated curriculum materials. 100 Deadlist Days for Teen Drivers

Ah, summer! Temperatures rise, schools let out for the season, and motorists hit the highways for vacation road trips. Students might view it as the optimum time to fulfill their driver training requirements. And teen drivers look to exercise their freedom and newfound driving privileges by taking to the streets. But the extra traffic and inexperienced drivers can prove tragic.

A recent study from the AAA Foundation for Traffic Safety found that there are an average of 10 fatalities due to injuries from a crash involving a teen driver every day between Memorial Day and Labor Day each year. Worse still, the study notes that 60% of teen crashes involve driver distraction—and were, therefore, likely to have been easily preventable!

Make sure that you're reinforcing the following points to your students:

• All vehicle occupants should always wear their safety belt. It's required by law in most places. But even in jurisdictions where the seat belt laws are a little more lax, it's still a good great idea! Safety belts are quick and easy to use, and they are the single most effective way to save lives and reduce the severity of injuries in motor vehicle crashes. Statistically, wearing safety belts doubles the chances of surviving a crash and more than doubles the chances of avoiding serious injury.
• Don't be tempted by distractions. A study by the Virginia Tech Transportation Institute found that drivers who text message while driving are 23 times more likely to get into a collision or a near-collision than undistracted drivers. And research by the AAA Foundation for Traffic Safety found that even hands-free technology is anything but risk-free. Furthermore, many states now prohibit any mobile device use by young drivers. Of course, those are just the tech-related distractions; there are plenty of other things to divert drivers' awareness. Some activities require our full attention—and driving is one of those activities.
• Keep your speed under control. Driving at speeds in excess of posted limits accounts for most traffic citations. And, aside from driving while impaired by alcohol or other drugs, about the most reckless thing a driver can do is drive too fast for the existing conditions. Speeding nearly triples the likelihood that a driver will be involved in a crash or near-crash. It reduces a driver's ability to steer safely around curves or obstructions in the roadway, extends stopping distances, and increases the distance traveled while the driver reacts to a dangerous situation. Worse yet, when speeding is a contributing factor in a collision, the bodily harm and property damage is frequently more extreme than average. Always obey all posted speed limits and be mindful of the Basic Speed Law, which states that a vehicle may never be driven faster than is safe for the prevailing conditions.
• Don't be reckless behind the wheel. When you're out of control, you're…well, out of control. And it's always good to be in control when you're behind the wheel. Whether you're trying to show off for your friends or just enjoy the "rush" of driving at the edge of your vehicle's performance envelope, driving recklessly is extremely dangerous!
• Never drink (or use other drugs) and drive. Perhaps the most dangerous—and most irresponsible—thing you could ever do as a motorist is to drive under the influence of alcohol or other drugs. Roughly 10,000 lives are lost in alcohol-related motor vehicle crashes each year in the United States—about a third of all traffic fatalities annually. Moreover, it's against the law for teens to consume alcohol, whether they're driving or not. Most states have some sort of Zero Tolerance law, and these regulations are strictly enforced. Unless you want your driver license to be short-lived, stay sober and safe behind the wheel!

By following these simple tips, we can help to prevent senseless crash-related deaths during the 100 Deadliest Days, as well as the rest of the year!
