New California Laws for 2026

A new year brings new traffic laws to California. Several new laws will take effect in 2026. As a provider of traffic safety and driver education in the state, you should familiarize yourself with these changes so you can provide proper education and assistance to your students.

Internet Curriculum Updated

As your curriculum provider, Traffic Safety Consultants, Inc., (TSC) has already updated the instructional content of internet-based courses, and it is being presented to your students now. No further action is required for this modality.

Booklet Curriculum

Those of you who are offering the home study booklet must ensure that you provide students with updated curriculum materials. Download from the CA Course Provider administrative website (login required) the latest final exam forms and answer keys, available now, and begin using those immediately.

California Curriculum Updates

California's Clean Air Vehicle Decal program is ending. The final day to order a decal was August 29, 2025, and all decals that allow vehicles access to carpool lanes will no longer be valid after September 30, 2025.

To address this change, all curriculum materials mentioning the fact that decal-bearing low-/no-emissions vehicles are allowed to use High-Occupany Vehicle (HOV)/"carpool" lanes in California have been updated.

Internet Curricula

As your curriculum provider, Traffic Safety Consultants, Inc., (TSC) has already updated the instructional content of all internet-based courses as necessary, and the revised material is being presented to your students now. No further action is required for this modality.

New Florida Laws for Late 2024

Curriculum Updates

As your traffic safety education curriculum provider, Traffic Safety Consultants, Inc. (TSC) is always committed to providing the finest and most up-to-date instructional materials available.

Earlier this year, the Florida Department of Highway Safety and Motor Vehicles (DHSMV) issued a notice of required curriculum updates (the "CY2024 Update Letter to Providers"). Most of these had been added proactively prior to notification from DHSMV. We were required, though, to resubmit all curricula for reapproval. Official approval has been issued and materials have been translated, as necessary, and are now ready for use.

Changes, as appropriate for the type of course, include:
  • Latest Driving-Without-a-License Laws
  • License Required for Under 18 to Operate a Golf Cart on Roads
  • Enforcement of School Zone Speed Limits
  • Enforcement of School But Passing Infractions
  • Latest "'Move Over' Act" Information
  • Latest Racing and Exhibition Driving Laws
  • Serious Bodily Injury/Death to Vulnerable Road Users Penalties

California Lesson Plan Updates

This year, in response to AB-2918 from the 2018 legislative session, the California Department of Motor Vehicles (DMV) included in the current California Driver Handbook "[i]nformation regarding a person's civil rights during a traffic stop." Similar information—including tips regarding behaviors that increase predictability and safety during a law enforcement stop—are required to be presented in several out-of-state jurisdictions in which Traffic Safety Consultants, Inc., (TSC) offers regulator-approved traffic safety programs. And in light of events that have occurred across the nation over the past several years, we felt that it was important to include this information in our programs for the benefit and safety of our students, law enforcement officers, and the general public.

All programs (driver education, traffic violator school (TVS), and mature driver courses) in all modalities (online, home study booklet, and classroom) and in all languages (English and Spanish) available have been updated with this material as part of the annual legislative update revisions.

For Internet- and booklet-based programs, the information is already included in the curriculum materials. If your school offers classroom-based courses, please ensure that your instructors are presenting this valuable information in class! This material has been added:
  • driver education - to supplement the information previously presented in the "Law Enforcement Stops" section at the end of "Chapter 2: Driver and Vehicle Licensing."
  • traffic violator school - in a new section, "Law Enforcement Stops," in the chapter "Rules of the Road."

Again, we urge you to please remember to present this helpful information in every class that you conduct—and it might just save a life!

Florida Curriculum Update for 2019

Recognizing that texting behind the wheel presents a serious safety hazard, Florida has enhanced its texting-while-driving ban, effective July 1, 2019.

In order to ensure that traffic safety students are getting the latest and most accurate information—and staying safe behind the wheel—Traffic Safety Consultants, Inc., has updated its Internet-based programs to account for this change. Further, inserts for the booklet and video/DVD modalities are provided via links below; please include a copy of this insert sheet with each product that you ship, in addition to any other applicable inserts. Classroom instructors, meanwhile, should familiarize themselves with the new law and include this revised material when presenting similar information during class. (Flipcharts/slide presentations, workbooks, and all testing materials remain unchanged.)

The Details of the New Law

Florida's texting-while-driving ban is as follows:

It is against the law to operate a motor vehicle while manually typing or entering multiple letters, numbers, symbols, or other characters into a wireless communications device, or while sending or reading non-voice communications (text, email, instant message, etc.). Further, a person may never use any wireless communications device in a handheld manner while operating a motor vehicle in a designated school crossing, school zone, or work zone area. These prohibitions do not apply to communications with law enforcement/emergency services or to emergency/weather/traffic alerts, or to a device used for vehicle operation, navigation, or radio broadcasts. This is a primary enforcement infraction, and conviction for a first offense is a non-moving traffic violation with base fine of $30 (plus local fees). A second conviction within five years is treated as a moving violation with base fine of $60 (plus local fees) and three points on the license.
(Florida Statues 316.305, 316.306)

(Note: Effective July 1, 2019, enforcement of the existing texting-while-driving ban is changed from a secondary offense to a primary offense; effective October 1, 2019, drivers are prohibited from using a handheld wireless communications device while driving in a designated school crossing, school zone, or work zone area. From October 1 to December 31, 2019, law enforcement officers may provide a verbal or written warning and beginning January 1, 2019, may issue a uniform traffic citation for a violation.)

Surviving 10 Driving Emergencies

"Normal," everyday driving can be challenging enough. But when it comes right down to it, obtaining a license to drive is often all too easy. Motorists are not usually well-trained—and not commonly required by licensing authorities to demonstrate—how to handle road emergencies and other extreme driving situations. The first time that many drivers are asked to employ accident-avoidance skills, lives may be on the line. And without the proper knowledge and practice, the odds of successfully executing an extreme maneuver are not in their favor.

Edmunds.com presents a extremely helpful article that describes how to handle and survive ten common driving emergencies. While these tips are covered in the driving safety courses that you present, here's another look at some situations many motorists are likely to face over the course of their driving careers. Take a look to make sure you're providing your students with the correct information. And share with your customers via social media if you're marketing to them that way (and you should be!!!).

As importantly, encourage your students to get some advanced driving training and/or to practice these maneuvers in a safe environment so they'll know how to respond—and do so reflexively—should the need arise. Their lives and the lives of their passengers may depend on it!

Driving Fitness: Posture

An automobile crash isn't the only way motorists can come to harm while driving. Simply being in the vehicle can cause physical problems. Our bodies weren't meant to sit for extended periods of time, and reaching for vehicle controls can put stress and strain on anatomical structures. Suggest the tips below to students who are concerned about staying healthy behind the wheel:

The basic principle for your driving posture is to avoid as much strain as possible on the muscles, ligaments, and joints of the spine, while making yourself as comfortable as possible.

  1. Pause once you sit down in the vehicle and adjust yourself so you're sitting evenly in the seat. If the seat is correctly designed and adjusted, it should support your entire back, but in particular the lower lumbar region.
  2. Experts recommend that you sit inclined at an angle of 110°.
  3. Your feet should reach the pedals easily.
  4. You should be able to see in the rearview mirror by glancing with your eyes; your head should stay facing straight ahead and you should avoid stretching or craning your neck to see.
  5. You should be able to reach the wheel comfortably, without any strain in your wrists, forearms, or shoulders. If you feel yourself getting tense, be sure to adjust your seat accordingly.
Drivers who are sitting properly will feel better and will be better positioned to detect hazards and to make evasive maneuvers as needed. Stay safe out there!

New California Products: Mature Driver and Driver Education Courses

Traffic Safety Consultants, Inc., (TSC) is constantly working to expand and improve the product lines that we offer to our affiliate partners. Toward that end, we are proud to announce the upcoming availability of two outstanding new products for California drivers:

Mature Driver Improvement Course

TSC's online Mature Driver Improvement Course allows California drivers age 55 and older to save money on their auto insurance premiums. State law requires that insurers reduce rates for three years for a driver who completes a DMV-approved accident prevention course, and older motorists can take a "renewal" course every three years to maintain the discount.

Like all of TSC's Internet-based courses, this simple online program is usable even by students who don't have a great deal of experience with computers. The easy-to-read instructional content is supplemented with colorful cartoons, charts, and video presentations that thoroughly explain the material, and students can finish the course at their own pace by signing in and out of the program as they need to.

Because of the challenges related to officially licensing a school to present Mature Driver Improvement Courses, TSC is offering this product on a referral basis only.

Driver Education Course

California law requires young prospective drivers to complete 30 hours of driver education, and TSC's fun and easy-to-complete online Driver Education Course will help them to fulfill that requirement. The lessons are designed to prepare new motorists for the process of obtaining a driver license: to familiarize students with the California Vehicle Code and to teach them the basics of motor vehicle operation, in preparation for their behind-the-wheel training.

The course is simple to navigate, but has enough interactive and multimedia content ("bells and whistles") to keep today's Internet-savvy youth engaged and learning. The text and illustrations are thorough and informative, and the program is accessible on a smartphone, tablet, or any other Internet-connected device—even one of those old-fashioned desktop computers!

These programs will be rolling out shortly, and a member of TSC's Affiliate Program will contact very soon with the details.

Old Enough to Know Better?

Everyone knows by now that it's dangerous to drink and drive. But what if the substance you're intoxicated by is a medication that you need to stay healthy? (For the record, the law doesn't care why drivers are chemically impaired, or how they got that way, only that they are unable to safely operate a motor vehicle.)

Older Americans are driving more, and driving later in life, than in previous generations. In some cases, this is because they are remaining in the work force longer and need to commute to their jobs. In other cases, they're just seeking to maintain mobility and independence as they age. But a new report from the AAA Foundation for Traffic Safety notes that 90% of older drivers also use prescription medication; and two-thirds of those senior drivers take multiple medications, making them at risk for a synergistic reaction.

A Mature Driver Safety Course from Traffic Safety Consultants, Inc., (TSC) could be just what an older driver needs. Our programs offer all sorts of effective tips to help older drivers stay safe behind the wheel, including a discussion about the effects and interactions of medication. And it's all wrapped in an entertaining and informative package, with colorful charts and illustrations, video clips, and driving-related humor that will have students laughing while they learn. Plus, it's a great way to get an automobile insurance discount (mandated in some states for older drivers who complete a mature driver course)!

TSC's online Mature Driver Safety Courses are available in Florida and now New Jersey, with other states coming soon. To add this beneficial safety program to your product offerings, contact Donna (via email or at 800 . 252 . 9951) regarding the Florida program, or Gloria (via email or at 800 . 252 . 9488) regarding the New Jersey program.

New Florida Laws for 2012

The latest legislative session produced changes to a number of driving-related laws. The good news is that the vast majority of these changes were administrative edits and will minimally impact how driver education and driver improvement courses are presented to the public.

Nonetheless, revised insert sheets are available for the booklet and video/DVD version of Traffic Safety Consultants' 4-Hour Basic Driver Improvement (BDI) Course. Please include a copy of the appropriate insert sheet with each product that you ship. With seasonal temperatures nearing their peak, now is also a good time to emphasize one of the legislative changes. The law regarding parents who leave young children unattended in the vehicle has been modified as follows:
A parent, legal guardian, or other person responsible for a child younger than 6 years of age may not leave that child unattended or unsupervised in a motor vehicle for a period in excess of 15 minutes, or for any period of time if the motor of the vehicle is running or if the health of the child is in danger or the child appears to be in distress. (FSS §316.6135; emphasized text added)
Children (or pets, for that matter!) should never be left in a vehicle on a hot day—whether accidentally, or consciously and negligently while their parents run errands. While anyone can experience a memory lapse and forget a child (it's the most common reason children are left behind), that little slip could be deadly. Vehicles heat up quickly on a hot day, and a child might die of hyperthermia in just minutes!

Share with your students these helpful tips for avoiding a hot-vehicle mishap:
  • Place your cell phone, purse/briefcase, etc., on the floor of the vehicle's rear seating area. When you retrieve them at the end of your trip, you'll notice your child as well.
  • Seat the younger (or quieter) child behind the front passenger seat, where he or she is most likely to catch your eye.
  • Keep a teddy bear or other stuffed animal in the car seat when it's empty. When you put your child in the seat, move the toy to the front passenger seat as a reminder.
  • Make a habit of always opening the back door of your vehicle after you park to make sure there's no child back there.
  • Ask your child's babysitter or day care provider to always phone you promptly if your child isn't dropped off as scheduled.

TSC's Mature Driver Course Approved

Traffic Safety Consultants, Inc., (TSC) is constantly working to expand and improve the product lines that we offer to our affiliate partners. Toward that end, we are proud to announce that our own TSC-developed online Mature Driver Course curriculum was recently approved by the Florida Department of Highway Safety and Motor Vehicles (DHSMV).

The Mature Driver/Insurance Discount Course is a 6-hour traffic safety education program that focuses on basic driving and accident prevention skills, but also features discussions of the special considerations that older motorists might need to address. It is available to Florida drivers age 55 and older who would like to save money on their auto insurance premiums (and who doesn't want that?). The successful completion of a Mature Driver Course confers a state-mandated three-year reduction to the driver's automobile insurance premiums, and the course may be completed every three years to effectively extend the reduction indefinitely. While the exact amount of the discount varies by insurer, the low-cost course easily pays for itself many times over.

Affiliates who would like to offer TSC's DHSMV-approved Mature Driver Course should email Gloria Verver, our Director of Affiliate Programs, or call her at 800 . 252. 9488 for the details. It takes just moments to update your existing traffic school website with the appropriate link to this online course. As always, we look forward to working with you to provide the best traffic safety education products available!
