Completion Trackers and Court Procedures

As the provider of your online student management system, CACourseProvider, Traffic Safety Consultants, Inc., (TSC) is publishing this blog post to inform you of an issue that we have identified with a change in the procedures used by some California courts to process traffic violator school (TVS) completions through the Traffic Violator Course Completion (TVCC) database system.

Court personnel in some jurisdictions appear to be processing TVS completions through their own systems only, and are not following the Department of Motor Vehicles's (DMV) prescribed procedures for TVCC database interaction. As a result, TSC's ability to verify and report student completions (via our Completion Tracker product) is limited.

Multiple courts are months behind in processing TVS completions due to systems failures on their ends; this could be a cause of the problems observed and the situation described may be temporary. We are currently working with the DMV to resolve the issues.

TSC will continue to monitor students' submission and court statuses, as we have always done, and will issue Proof of Submission to students who have requested this service. Students will get Completion Tracker notifications as soon as systems are fully restored and we are able to determine that completions have been viewed by the courts.

As a reminder: Students are not responsible for delays in court processing times. As long as a student has successfully completed a TVS course on or before their court-assigned due date, they will receive credit for a timely completion! Further, the courts have promised that, if they encounter a problem with a student's TVS course completion, they will contact that student individually.

TSC will update you with any developments as the situation continues to unfold.

Costs for Booklet Stock

In order to offset the costs of the physical production and shipping of the booklets for Traffic Violator School (TVS) home study courses, Traffic Safety Consultants, Inc., (TSC) is being forced to increase prices for these materials.

TSC works diligently to find the most cost-effective solutions for production, but increased costs for printing and shipping have unfortunately forced us to bump the price. Remember that TSC does not make money by selling you the course materials (you're charged based on graduated students), and simply passes these costs directly to affiliates.

Effective October 1, 2018, the "wholesale" price charged to affiliates for TVS home study booklet stock will increase to $5.75 per unit.

REAL ID for New York Drivers

The New York State Department of Motor Vehicles (DMV) has contacted Point and Insurance Reduction Program (PIRP) providers to ask that they share information about the implementation of New York's REAL ID-compliant driver licenses—and the ramifications for air travelers—with PIRP staff, instructors, and students.

The DMV has provided an information sheet (click here to download).

We recommend that you:
  • Share this information with any classroom instructors that you employ.
  • Have them make a brief announcement about this information in each class they teach.
  • Make available, during classes you conduct, the DMV's information sheet as a take-away for students (who, for instance, might want to reference the Web links mentioned in the document).

TVCC Connectivity Updates

Traffic Safety Consultants' (TSC) IT systems are experiencing connectivity issues interacting with the California DMV's Traffic Violator Course Completion (TVCC) database systems under the new national SLS (data transmission security) requirements. Other providers are experiencing similar difficulties with electronic completion reporting submissions being rejected.

TSC is currently working to implement a solution, and we expect to have the situation resolved within 48 hours.

In the interim, TSC will be resubmitting rejected submissions, via a secondary system, on your behalf. Therefore, all student completion submissions are now being submitted and accepted—even though you may continue to receive submission rejection email notices via the primary system until the situation is fully resolved.

As always, you will be able to verify student progress and completion submission status via your account on the CA Course Provider administrative website (login required). Note that some affiliates have experienced problems to sign in to the CA Course Provider website; use the link provided here or make sure that you are using the URL  [ cacourseprovider.com/admin/login.php ]  (remember to update any bookmarks you've created!) to successfully access your administrative account.

Information Technology Systems Update

As your curriculum provider and a leader in technology solutions for the delivery of online education, Traffic Safety Consultants, Inc., (TSC) is always working to ensure that our systems reflect the best-available equipment and software. Toward that end, TSC is updating our IT security systems to comply with regulatory agency requirements and to conform to the latest Web best practices.

TSC has been working to develop these upgrades over the past few weeks, and the updates will be officially deployed on Monday, June 4, 2018.

As always, these updates have been thoroughly tested prior to rollout. New California Laws for 2018

A new year brings new traffic laws to California. Several new laws will take effect in 2018. As a provider of traffic safety education in the state, you should familiarize yourself with these changes so you can provide proper education and assistance to your students.

Internet Curriculum Update


As your curriculum provider, Traffic Safety Consultants, Inc., (TSC) has already updated the Internet-based curriculum, and your students are using it now. No further action is required for this modality.

Booklet Curriculum Update


Those of you who are offering the home study booklet must ensure that you are providing students with updated curriculum materials. Download from the CA Course Provider administrative website (login required) the latest final exam forms and answer keys, available now, and begin using those immediately.

bottom of the Table of Contents page.
The next order of books that you receive from TSC will be the latest edition. You may continue to use "old" booklets from your inventory. However, if the bottom of the Table of Contents page of a book that you are sending to a student does not have a 2018 copyright (see example picture), you must include a "booklet insert" (available for download from the CA Course Provider Administration website) in the packet.

Make sure that you ship the latest versions of the home study booklet (or include an insert) and testing materials, as you will be responsible for teaching/testing students on this new material!

Classroom Curriculum

Those of you who are delivering classroom instruction must ensure that you are teaching students the updated curriculum. Download the electronic files from the CA Course Provider administrative website (login required) for the latest Lesson Plan updates, Safe Driving Journal (student and instructor versions), and final exam forms/answer keys. The files are available now, and you should begin using the updated materials immediately.

Make sure that you and/or any instructors you employ are explaining the new laws to students and distributing the latest versions of the classroom materials, as you will be responsible for teaching/testing students on this new material!
